TERMS OF REFERENCE FOR:

ENUMERATOR

The Ministry of Finance, Economic Planning, Sustainable Development and Information Technology is desirous of recruiting individual consultants for the post of enumerator, to undertake the Survey of Living Conditions/Household Budget Survey (SLC-HBS).

 

Background

The Government of St Vincent and the Grenadines will undertake a Survey of Living Conditions/Household Budget Survey (SLC-HBS) in 2018.  The SLC-HBS is a quantitative survey which provides detailed information on poverty and vulnerability.  The SLC will be implemented within a one year period, under the guidance of the Chief Statistician and Staff of the Statistical Office.

 

Responsibilities of Data Collectors

The Enumerator reports to the Field Supervisor and is responsible for collecting accurate data for the SLC-HBS by administering SLC-HBS questionnaires.

 

Specific duties:

  1. Be familiar with the contents of the Enumerator’s Manual and other materials distributed at  the SLC-HBS training sessions;

  2. Use the enumeration district map and assigned SLC-HBS Household/Dwelling form to ascertain which households are to be interviewed;

  3. Conduct face-to-face interviews and complete a Survey Questionnaire for each selected household and all of its members (including babies, the disabled, the elderly) following the guidelines stipulated in the Enumerator’s Manual;

  4. Collect the data from the survey questionnaires using electronic devices such as android tablet and laptop computer

  5. Liaise closely with the SLC-HBS Supervisor, bringing to his/her attention any difficulty encountered or matters of concern;

  6. Attend meetings called by the Field Supervisor

 

Reporting and Schedule of Deliverables

The Enumerator will be required to submit a minimum of 4 completed questionnaires per week.  At scheduled meetings, he/she is expected to report on challenges encountered and share ideas for improvement of fieldwork exercise.

The ideal candidate should:

a.           Possess excellent oral and written communication and presentation skills

b.           Be results-oriented, confident, self-motivated and responds positively to feedback

c.           Have the ability to work well individually and within teams

d.           Be persistent when faced with problems or challenges

e.           Have the ability to identify issues, opportunities and risks and articulate them

f.           Have the ability to work to tight deadlines

g.          Have the ability to manipulate electronic devices such as an android tablet and a laptop computer

 

Qualifications and Experience

The following are the minimum requirements:

a.   At least 3 CXC passes (including English Language) or experience in conducting household survey interviews.

 

Contract Duration

SLC-HBS interviews will be conducted within a 12 month period.  Each enumerator’s contract period will depend on the number of assigned enumeration districts assigned. 

 

Remuneration

Remuneration will be based on the number of completed household and person questionnaires.
